    Council votes against inner city funds

    There have been no funding cuts to inner city community associations, Regina mayor Pat Fiacco recently told Maclean’s magazine. Apparently the missing word was “yet”. Under a new funding plan, the $350,00 earmarked for core communities will now be shared with 18 higher-income neighbourhoods.

    A motion aimed at increasing the now drastically diluted funding pot – put forward by Councillor Fred Clipsham – was defeated without debate at a Jan. 22 City Council meeting, making cutbacks to some inner city communities a certainty.

    SCIC has announced its Global Citizens Award recipients for 2007. The citizens will be honoured at gala events in Saskatoon and Regina (see the ActUp events calendar). They are:

    Eddie Mwunvaneza
    Forced to flee Rwanda as an infant, Eddie had just finished graduate studies in Canada when the genocide broke out, killing 800,000 Rwandans in 100 days, including dozens of his family members. He has devoted much of the past 10 years to supporting  Rwanda's reconstruction, through vital peace building and reconciliation work.

    City budget nite set for April 17

    At its December 18th council meeting, the Regina City council set its budget night as April 17, 2007 at 5:30 pm.  This will be the night when the city budget, the library budget, the school board budgets and the police budget will be discussed and debated (city and library budget only) and finally passed determining the plans for the 2007 fiscal year.  The school board budget has to be approved by council as is and the police budget has not been debated in public in recent years.

    At this time, the draft city budget has not been tabled so that the public can have time to assess what their tax dollars is going to be doing.  Some preliminary capital budget items have been approved such as another $230,000 for sidewalks around the new skate park in the Wascana Park (that brings the budget up to $730,000 before any tender has been let for the park.  With the costs going up for much construction in the past year, it is likely that this will not be the last increased cost).

    In past years, the draft budget has been available at this time but it has been coming out later and later each year.  Last year it came out on March 27  And the amount of information included in the budget document has been going down as well.  An e-mail has gone into the city manager's office to ask when the draft budget will be made public.

    Another business gets another tax break

    On Tuesday, January 9th, the Finance & Administration Committee of Council is considering a recommendation from the Regina Regional Economic Development Association (RREDA) to exempt another company, Kohl & Frisch Ltd. an Ontario drug store wholesaler, from paying taxes to the City of Regina for 4 years for appoximately $127,000 each year.  The assessment of eligibility is being done by the RREDA and not by city  or other qualified officials.  They are retrofiting a warehouse in the industrial district on Pettigrew Avenue.

    This like the others last year will, if passed by City council, remove more funds from the tax base and the budget of this city to do their work.  Assuming the budget stays the same, something we don't know now, that means every other taxpayer will have to cough up more taxes.  That means every residential and business taxpayer will be asked for more money.  That means the school boards and library board will have to increase their request or reduce their budgets.

    Neighbourhood funding slashed

    The Cathedral Area Community Association’s grant from the City of Regina will be cut by at least 36 per cent over the next two years, following a new funding policy set by the City’s Parks and Community Services Committee at their Dec. 13 meeting. Al Ritchie and Argyle  Park will also see their grants reduced, as the city moves to spread funding previously earmarked for the inner city to outlying neighbourhoods.

    While the policy change was not unexpected, the CACA board is nonetheless deeply disappointed the City has chosen to reduce funding to inner-city communities during a time when our political leaders claim Regina is “on a roll”.

    While red carpets unroll for rich old rockers, neighbourhood activities like this November scratch workshop are threatened.
