Drastic cut to community funds |

The new Parks and Community Service Board, CIty of Regina, has gone ahead with a plan to shift funds from inner city communities to the suburbs. While the overall level of funding remains in place, the total amount for the inner city has been reduced, in some neighbourhoods drastically. See report below.

"The Parks and Community Services Meeting on Community Association funding last night (Wed. Dec 13) did not go as expected. After a few presentations and some discussion by the Committee they put the motion to a vote. The motion was to accept the administration recommendation of Funding Option Two. The motion passed unanimously. There was a fairly intelligent discussion amongst the Committee prior to the vote, and they pressed the administration in the right areas. However, in the end it appeared that they simply wanted to move on with a decision, regardless if it was the best one. Funding Option Two: This Option is the better of the two options for us as it means a less substantial cut to our funding. We currently receive $40k. In 2007/2008 we will receive $32k and then 2008/2009 we will receive $25k. We will be forced to make some fairly substantial changes to our operational structure based on this new funding level. There were two unexpected turns last night. First, it was not widely expected that the Committee would vote on the motion last night based on the fact that this was their first meeting after the election. I made a presentation only because I wanted to assist in framing up their discussion. If a vote were expected I think there would have been more presentations. Second, shifts in policy of any magnitude generally require a second vetting at Council. After the motion passed the Bill Gray indicated that this motion would not go to Council. As such there will be no second chance to address this at Council. This is an issue I intend to argue. I believe that some Community Associations did not get an opportunity to be heard as they assumed that they would have an opportunity at council.
