City Archives Misunderstood: Harmful restrictions to be imposed at tonight's council meeting |

If Regina City Council votes as expected this evening, the citizens of Carberry, Manitoba (population 1,500) will have better access to their municipal archives than the citizens of Regina (population 179,000), according to Mark Vajcner of the Saskatchewan Council for Archives and Archivists.
What would amount to a very small amount of money in the overall city budget will have devastating impacts upon the City of Regina Archives. It will result in a "lower scale" institution that the public and others will have poorer access to the holdings for their investigations and research. The remaining staff will have to fill the many roles of archivist, archivist assistant and records manager.
For a city that claims to be interested in its public image, Regina doesn't seem to have the same interest in its own past. What would those visitors to Regina feel about the city if they learned it didn't want to preserve its past and promote the investigation of that same past?
According to the Saskatchewan Council for Archives and Archivists, this will result in a "neglect of records." They also see that this change will not be managed for very long - as new records arrive, access to them will become increasingly limited, placing our civic corporation at risk.
Archivists at the Regina Archives do more than just wait for requests to come in to the office or for the phone to ring. In the years from 2004 to 2006, they retrieved an annual average of 2,744 files, architectural plans or photographs. The database of photographs received 1,174,880 hits or an average of 34,555 per month. During those same years, the photograph holdings increased by 68.7%. The requests for digital reproductions increased by 951% between 2005 and 2006.
In addition to this increasing need for access to the records, the archive's activities also include appraisals of records, organization and categorization of massive numbers of records to facilitate access and use, and preservation of records to protect them against pests, mould, humidity, theft, etc.
It seems that our elected officials do not fully understand the implications of their actions or the recommendations of their own staff, especially those of their archives. They may also be blindly following the direction of their new city manager who appears to be consolidating his power over the administration. This year's budget and the access to the city's archives will be the bellweather of that change.
