Wascana Centre wants changes before plan is advertised PDF Print E-mail

Van Isman, Executive Director of Wascana Centre Authority, called for three changes to the Qu'Appelle Archdiocese Redevelopment Plan at the Regina Planning Commission meeting Wednesday.

On Wednesday, May 16th, the revised secondary plan for the former Archdiocese property at College Avenue & Broad Street went before the Regina Planning Commission (Report RPC07-24 at www.regina.ca/meetings.php3.  Ask the City Clerk's office for the revised map).

Among the six delegations expressing concerns about the plans was Van Isman, Executive Director of the Wascana Centre Authority.  His concerns were primarily focused on the plans for the west side of the development running along Broad Street.

Three issues

The first issue was the placement of the 16 storey towers planned for the space.  The original plans were for them to be on Broad Street.  They were then moved to be equally spaced along the south side.  Wascana still has a concern about high buildings running along the outside of their property limiting the view in and out of the park.  They felt the towers were still too close to Broad Street.

The second issue was the setback of the buildings off of Broad Street.  The plan seemed to have a conflict between the intent of the development to have street side commercial property and the symmetry of the setbacks on both sides of Broad Street.  West of Broad Street has a large setback.  Even the setback of the Canadian Blood Services at Broadway Street is further than what is being planned for this property.  Tthe view of the Harding House are being partially coverd by the 3-4 storey building being proposed for Broad Street with the narrow setback.

The third issue that was the placement of a 3-4 storey building at the corner of Broad Street & College Avenue with similar setbacks from College Avenue and Broad Street.  Similarly, the heritage buildings were being visibly blocked by this new building.

Developer wants to move quickly

All of the other delegations also expressed concerns about this building but would recommend that this building be eliminated from the footprint and leave that corner open entirely.  After all of the delegations had spoken, the city administration came forward with a new revised map to the Commission members that would have the setback on College Avenue moved significantly further from College Avenue.  It would, however, not move the building back on Broad Street.

The report was approved by the Commission and will now have to be approved by Council on May 28th before it is advertised.  The developer wishes to move forward with this plan quickly.
