As this week begins, the big action on this week is the 1st working Council meeting. Any committee reports that require Council approval are coming for approval at this meeting. Some of these are coming from the Executive Committee from last week. Others have been waiting until the city election is over or the next appropriate time after a public notice period.

Some are likely coming from in camera or private meetings of Committees like the one after the public meeting of Executive Committee on November 18th. It will identify them as coming from private sessions.

From within the Harbour Landing subdivision overall plan, Phase 2 B is now ready. In this case, some of the land set aside as Urban Holding is being changed to R1 residential detached, some R1(PL) residential detached with a pipeline corridor setback overlay and some is set aside as public service PS.

There are a couple of reports on the plans for the Olympics Torch Relay day in Regina and Regina’s presence at the Saskatchewan Pavilion at the Olympics. Also the RInC agreement is forwarded from Executive Committee to the Council for approval.

This month, the City Manager’s contract is up for review and renewal.  To give some details of the contract and its proposed amendments, the base salary of this position would go from its current $200,000 to $250,000, starting November 1, 2009.  The severance package would be 12 months salary.  Any cost of living increases received by other managers will be added to the city manager’s salary.  The contract is extended from 2011 to 2016.  The leave benefits include 6 weeks of holiday and 12 additional days each year in lieu of overtime.  He receives a car allowance of $600 per month, increasing this month to $1,000/month.  Further to this, there is a signing bonus of $10,000.  These recommendations were formulated and discussed on October 27th, the day before the 2009 Civic Election.  How this compensation package was determined or reviewed was not disclosed.  There is an annual performance review done by the Executive Committee.

The bylaw to consolidate authorizing and appointing staff as per Executive Committee report came forward from Executive Committee.

The bylaw to partially exempt the “real” property occupied by the Regina Airport from tax is on the agenda.  This will result in a formula calculated 89% tax exemption and is based on passenger activity in 2008 and is intent to create more tax stability, predictability and opportunity for tax revenue growth linked to growth of economic activity at the airport.
