As a follow up to COP15 in Copenhagen, Brazil announces on December 31st that it has introduced national legislation to guide the counntry to reduce emissions in Brazil by 36 to 39 percent by 2020. It was the intent of the quick response to demonstrate Brazil's eagerness to make significant and immeidate progress against global climate change. Roughly half of the proposed actions will be to stop the deforestation of the Amazon. This is where close to 60% of their current emissions are coming from today. The remainder would be made up through increasing efficiencies in building construction, farming and industry. "Targets in figures are not enough, we must have the tools [that] will ensure our goals are achieved," said Carlos Minc, Brazil’s Minister of the Environment. They will also be encouraging the use of clean energy.
